Went through this situation recently.
This is the first thing you want to do.
Change out the fuel line.
Before you clean the carbs and change the filters.
If you don’t the filters and carbs will get blocked up with pieces from the fuel line that is falling apart from the inside. And then you will have to change the filters and carbs again and again until you replace the crumbling fuel line.
My motor ran like a brand new motor after I did this repair.
Like Jake said, a lot of fuel eats up the fuel line like crazy. I’ve had some colapse on the inside ( liner) Smart move to replace it. and keep tabs on the new.
Alright, this is what I know: at WOT I am getting 4000 rpms. The motor checked out fine with the mechanic. He said maybe i should change my current SS 15x17 prop to an aluminum 15x15 prop. Next up, testing it on the water again. I have. Even on the water a few times now since getting it back. Mostly in the Ashley river and also at Lakw Moultrie. If this is not the fix, looks like I’ll be learning a bit more.

I weighed the boat motor trailer gas yesterday it came to 4540. The whole itself without the hardtop is 2200 pounds according to the manufacturer. Motor is 370, and has a 60 gallon tank on it was about half full that’s about 160. It’s a dual axle aluminum trailer. Maybe 100 pounds of gear or so. I’m pretty close to where I need to be. I am going to continue to troubleshoot and see if the prop helps.
I would get a second opinion
that motor should turn a 17 pitch prop more than 4000 rpms on that boat.

My brothers boat not a Grady had the same thing and he went through your same processes. It turned out the hull had water in it. If you go underneath and tap around you can here if there is water in a certain area. You can also feel the bottom and if there seems to be a cool spot that is where the water should be. I drilled and patched 4 holes, he wanted to be sure there wasn’t any trapped in another chamber. All the water was in the left front by the console. I used a quarter inch bit and it pulled wet foam. I drilled the same hole again a little deeper and dirty water came pouring out. We let it sit for a week before patching. It gained like 15mph and went from like 3500 to 5500rpms. It didn’t seem like that much water but it made a huge difference.
