Spray your feet with an antiperspirant (not one that contains deodorant). This will help with your feet sweating and giving you that “cold” feeling.

"Kiss my ass, I bought a boat; I’m goin’ out to sea." (Jimmy Buffett covering Lovett)
Top; waterproof hoodie of any kind (Grey or blue for sightfishing) and a thermal tshirt (few Columbia ones) and a knit hat. Gloves too while I’m running the Boat.
Bottom; I’m sure their is a better way but, carhartt khaki pants, I’ll wear PJs underneath if it’s really chilly. And Sperry’s.
Heat escapes through the head and feet, so keep those warmest!
I have some Coldpruf tops and bottoms and some PatagoniaCapilene bottoms. I have found with regards to underwear, the better brands (made for hiking and other outdoor activities) are worth the money. They are usually thinner and made of better materials, insulate with less bulk and wick moisture away. I would recommend both of these brands. Very warm and not bulky at all.

Had to reply to this. Got coldpruf top and bottom for Xmas on DFree’s recommendation. Wore them all weekend in NC in the 20 deg weather and they are the bomb. Thanks Doug for the suggestion they are great.
For really cold weather, I stay away from anything with cotton in it. Polyester thermals, wool/poly blend socks, fleece pants or overalls, fleece jacket, then a waterproof layer over all of that.
The more you spend on any of these layers, the better air barrier/breathing you get along with lighter weight.
I hate cotton unless it’s summer. Plus cotton wears out really fast.
