In general the states work together under the umbrella of the Atlantic States Marine Fisheries Commission to manage interstate fisheries that are primarily focused in state waters. The Fishery Management Councils manage federal waters. The reason for the confusion about black sea bass is that the Mid Atlantic Council and ASMFC co-manage scup, summer flounder and black sea bass in the mid Atlantic. The landings quota up north for BSB is also much higher than down here. In this region the South Atlantic Council is the final word on black sea bass. Hope this helps.
