If you put it in a public place there will be plenty of people that use that area and will know that it’s a safe place to cast for bait or navigate. Just because there are hazards in the ocean doesn’t mean it’s OK to put a pile of cinder block anywhere you please.

Years back DNR put an inshore reef near sol legare in the stono river as a test sight. Entire reef was silted over within a year or two
A good way to change the run of the creek!
DNR built one in St.Helena sound as well. I dare you to find it today…
