why would the DNR verify a 50 pound fish? unless they shocked it up. so was it caught rod and reel or shocked?

Guy thought he had a new state record. Called DNR for a place to find certified scales. All the stores he went to yesterday wouldn’t let him weigh the fish is what I heard.
