The reply is from Sanford’s office, Luke Boling. His letter states that there is a response from John Frampton with the DNR in response to my inquiry. It goes on to say that “while we understand you were hoping for a different outcome, we were glad to make this contact in an effort to assist. "Dear Governor Sanford: Thank you for forwarding me a copy of the e-mail from Robert J. Hubler concerning security measures at Santee-Cooper dam. This is not a matter for which our agency has responsibility, but it is the responsibility of the South Carolina Public Service Authority (Santee-Cooper). Members of our Law Enforcement staff have spoken with Duane Lewis, the head of security for Santee Cooper, and he has informed us after 9/11, the Federal Energy Regulatory Commision (FERC) instructed them to close the area in front of the hydroelectric plant. Santee Cooper did as instructed; however, they received numerous complaints from local fisherman about the closures adversely affecting theri livelihood becasue the close area was a good source of baitfish. Santee Cooper then implemented a plan to try to assist the fisherman, but keep the plant safe at the same time. Santee Cooper requires anyone entering the area for baitfish purposes to obtain a permit through Santee Cooper Security. This gives the public an opportunity to catch baitfish and Santee Cooper can monitoy them at the same time. There is not a permit to enter the area for game fishing purposes. I cant help but think that the only way to find a compromise is to use their own logic to meet your objective. (of course I am certain you guys have already proposed this). The only way anyone one is going to get in there is by registering and having a permit.
Maybe they will consider a recreational fishermens permit.
Of course this would probably pose a considerable burden to the authority and they will not readily agree to implement the measures.

We will not quit, but I am finally taking a break from it. I’m most likely through fishing for them this year, but the point is still out there to be made. “We” need to contact Larry Grooms, Chip Campsen, Mike Rose, David Umphlett, and Jeff Duncan. Mr. Grooms has already tried asssisting us and continues to be a big help. Keep that in mind come the election, too. I hope to get a meeting with Duane Lewis of Santee Cooper in December, but we’ll see. Please send some e-mails out. Nothing fancy, but all of them will help.

Hey guys
I mentioned this before but now that i see the letter from DNR it should be said again. It seems the bait permit policy is still in effect. So go down to Santee HQ security desk and get your bait fishing permit. affix it to your boat and you can fish inside the bouys whenever you want. When the guards come out stop you — present your bait permit # and state you are bait fishing in accordance with the established policy. Here is the loop hole we can drive our boats right thru. They cannot tell me how to catch my bait, so what if i like to drag stretch 25s at 2knts to catch em. None of there bussiness, just cause i suck at bait catching and seem to only hook up with those pesky striper or problem catfish its none of there concern. The policy does not say how catching bait is supposed to be accomplished. It only says a bait permit is required to be able to proceed inside the bouys to do it. So get the permit and let them sort out the details (that should take awhile)
The permit is free and all they require is your name and boat registration— do it and enjoy the entertainment.

Ask Lynn how SLED feels about the trolling technique? Yes, I suppose that could be tried, but I think the security will act first, think later. There is a big fine involved, a permenant ban, and possible jail time involved. If I were still single and not having a wife and 12 month old, I’d go for it, I think. We’ve all got our permits already, but I’d love for you to slap one on that big 'ol Contender! Maybe Lynn will go with you, but only in your boat:wink:. Appreciate the responses and keep 'em coming!

how about bait fishing with sabikis. can’t help if striper hit them on the way up and you would be legitimately bait fishing. Or just follow the rules and enjoy the improved fishing outside the markers.

I got a 31 contender w/ twin 250 4strokes that i can’t sell i wonder if i can claim the insurance if i run it into a stump while entertaining myself running from a dnr dingy makin myself laugh just thinking about it.
Your right however being young and dumb with nothing to lose would be better. To be honest i don’t fish alot down on moultrie as i live on Marion and when i do it really isn’t a huge issue to stay outside the bouys. But i do support the effort to right the obsurdity and lack of common sense employed in a bait fisherman versus sport fisherman policy.

The area specifically “off limits” isn’t all that big. It’s not the Edisto MPA, but it’s about 70yds by 100 yds, roughly. A striper here is the same striper as other places, constantly moving with the bait. The “catch” is at certain times of year, the bait is extremely thick in the no fishing area. It’ll black out your sonar for 40’ sometimes. When that bait gets really thick in there, Mr and Mrs Striper are in there, too. You will catch very few fish outside the outside the restricted area during these times. Now,fish and bait are caught outside the area outside the restricted zone as well, in fact most of the times… Our argument or complaint is why we can’t fish that area based on the reasoning we have ben given. As far as catching striper goes, Lynn came by yesterday, used my restroom, and came out with a fat 29" striper.[:0]…he’s good, fo’ sho’!
