Pretty simple, it has not been cold enough yet, to cause a turnover.
Below are turnover dates from my fishing log for the last 8 years. You may not agree with the dates, but it is what I thought at that time.

10/8/13
10/29/12
10/30/11
11/30/10
11/12/09
10/27/08
11/10/07
The average of those dates is November 6. 2013 is the only year the the lake had turned over by now. I don’t think it is behind schedule, I think it is on-schedule!

I think it’s here, now.
Spoon, we are very close, but it hasn’t happened quite yet. Top and bottom DO are separated by only .9, and temps are within .8. I’m thinking Sunday. It’s pretty much on schedule. The cooler weather that’s coming in Sunday should finish up the turnover in my opinion.

If that is what you believe, fine. The top DO is still 0.2 higher than the bottom DO, but it will work its way out overnight.
