X2. That’s about all we use on the west coast of FL, and we wear out the gags and reds with them. We usually set 3 traps about 5 miles offshore on the grass flats the evening before we leave. If we hadn’t had too much to drink by then, and pick them up at first light the next morning. Usually catch about 200 pinfish between the 3 traps. The bycatch is almost nothing, other than a few small grunts and lizard fish. They make OK baits too.
To answer the original question, I don’t have a clue why they are illegal here. On the west coast of FL every mom and pop bait shop sells pinfish, and they aren’t cheap. Usually about $1 each. But there have been a few nights when we had a little too much much to drink to go set the traps, and bought $100 of pinfish at 0500 more than once. We want at least 100 to start the day. The bigger the better.
The channel we have to run out of the canal in Hudson to the GOM is very shallow, very narrow and has solid limestone on each side, and it’s 3 miles long. Scary enough in the daylight and sober, but in the dark and after a few drinks, well sometimes it’s better to just buy the pinfish

I do not want anything just passing on what I have been told is current status.
I can catch a lot of pinfish in a few beers time with tiny hooks and small pieces of frozen shrimp, just saying
