I think it is a relay but I can’t get it down to check. It is on a pontoon and I can’t do anything with it. How do I manually tilt it down? I don’t see anything that looks like a release screw.

DUH, I found it. I hear the relay click but no motor. It now sounds like a trip to the shop. btw, it won’t start either. Been sitting all winter, spring and summer with old gas. When I asked, they said, "It ran fine when I used it last summer.

check your up/down switch. you may have to jump the switche(s) by unplugging one @ a time pm if you need more info or you can call me and i talk you tru this had this same issue with 99 jonny.
Bad relay, you can tap it with a screwdriver and it will work once or twice. nbd. Now the carbs and old gas.
