1997 Yamaha 80 HP overheating

I was running it on the muffs and after several minutes the overheat alarm started buzzing. I had good stream out of telltale. I measured temp on the heads and reading was 186 degrees, so I shut down and pulled thermostat and there was no water at all in the housing. My question is if I dont have a blockage that area should be wet?? The thermostat was open because once I pulled it out it cooled down and closed. I just want someone with experience to verify if my assumption is correct

THERE SHOULD BE WATER THERE
ALARM GOES OFF AT 180 DEGREES
CRANK IT UP WITH HOUSING REMOVED AND SEE IF WATER COMES OUT.
IF NOT YOU HAVE A SUPPLY OR BLOCKAGE ISSUE

Thanks to Chris V. again, he was right. I pulled the exhaust cover and had a ton of build up in the passage ways so water wasnt making it up to the thermostat. It wasnt salt so I guess it was calcium buildup after 19 years ,anyway I cleaned up and now its running great. Thanks again Chris.
