225 johnson low RPM's

Buddy bought a new to him 2000 23’ CC Key West w/ carbed 225 Johnson.

We went fishing today and only got about 4200 RPM’s out of her WOT… think about 38mph.
Has a 14.75 21p Mirage.

When we popped the lid… at WOT you could still turn the carbs 1/4" more than cable would allow. You could barely see through the stopping plate… definitly not a 1/4" though. Sorry for the terminology… the screw that only lets the carbs go past WOT. It was not hitting so that is not the entire problem.

Thinking back the stopping screw off 1/4" and adjust the linkage.
Should we adjust at the controls or the motor? Maybe adjust a little on both.
The throttle is very stiff… think just lube it up?

First Key West i was ever on… they are set up pretty nice.

Has the engine been sitting a while? How many RPM’s did it perform for the previous owner? Probably would not hurt to perform a sink and link, or a full tune up, especially if he just bought it and does not know the maint. history.

have no idea what a sink and link is… doubt it was done.
going to mess with adjustments tomorrow… then to the boat doctor

sync and link
synchronizing the butterflies and the linkages
there is no adjustment at teh throttle control
you may have a throttle cable issue.
also, I dont see a 225 johnson being able to spin a 21 pitch prop on a 23 foot boat.
my 21 wellcraft with a 225 merc only swings a 19 pitch
