I have a 1999 25hp johnson outboard. It starts fine if it has been sitting and runs good until I turn if off and try to restart the motor. It seems flooded. I can tilt the motor up, gas drips out of the carburetors; put the motor down and it cranks right up.

Any ideas?

Sounds like you already found the problem,rebuild the carburetor. I don’t remember how many evinrude and Johnson 25s I’ve went through.
