Can you strike and hand-off rods in this tourney?

Can you enter just the billfish category for $500 or do you have to enter the wahoo and dolphin also. Also is there a tournament entry fee in addition to cost shown for each level? Thanks in advance.
You can enter any level you want, no other entry fee reqrequired.
We have 40 boats registered for the tournament so far.
