90' Evinrude 30hp won't/run

Motor started giving me problems last year, and I parked it. Just did a carb clean/rebuild, replaced the battery cables, fresh fuel and charged the batteries. Also changed the plugs. Last year, I had a heck of a time getting it to start, and the last time I had it out, I ran it for about an hour, got to the dock, wouldn’t restart and had to paddle it to the trailer. (Not fun when your six year old is sitting in the truck parked on the ramp). Anyway, the motor still won’t start, and now the dammm solenoid is just clicking. It worked intermittently after taking the starter loose to reach the bolt for the carb. Suggestions, please, are greatly appreciated. Thanks in advance.

“Shenanigans”

do a compression test before you do anything else
then check for spark
take out the spark plugs, and you can use a set of jumper cables straight to the starter and bypass the solenoid to spin the starter to check compression
