Cool catch
I have caught several on running freelined mullet on the surface. They would come 2-3 feet off of the bottom and blow up the surface. But since it was live bait, I would always let the line go slack and wait. I also had one in an aquarium. It would raise its nose slowly upward to get closer before sucking the minnow in.
I caught one once sort of on top water I was reeling in and my bait was about three feet from me in less then a foot of very murky water and was trailing on top of the water and a small flounder hit it and I yanked it out the water when I set the hook.

not one like that, & not using a topwater plug, but yea I have caught a few small flounder hitting the top water chasing my popping cork on mud minnows, live finger mullet, and cut mullet in shallow depth 2’ or less dirty water, it’s either right when the cork hits the water, when i am popping it, or when i am reeling in to re-cast, not so much drifting or sitting still. always a surprise when i see what i thought was a trout or a red turn out to be a flounder. i haven’t figured out how to catch flounder on purpose yet, lol

Nice pattern on that top water. I saw one strike at a FM 2 weeks ago. The mullet jumped clear, but the flounder made a strange vertical mud cloud (when he pushed off the bottom I guess). He then hit a copper penny colored artificial shrimp. I was amazed how aggressively he struck!
I sit on my dock at low tide and watch several flounder attack bait.Some come out of the water.
