My motor is about the same vintage but I don’t know if the trim/tilt systems are identical. That having been said, I think most of them work the same way.
The motor and pump spin both ways. One direction raises the motor the other lowers the motor. There is a collection of 4 relays (I think 4…) that flips the direction of the power going to the motor. The t/t switch(es) tell those relay which way to flip. So, if the system works in one direction and you’re hearing the motor spin when you trigger it in the other direction, it appears that your switch, relays, and motor are working. That leaves the hydraulics that are built into the body of the t/t assembly.
There are a variety of little seals, spring loaded ball checks, and such in that assembly. If there is a little gradoo in one of those ball checks or one of those seals has failed, the system could work in one direction and not the other. Rebuilding hydraulics is not difficult. Getting the assembly off of the back of the boat and out from under the motor may be a real ordeal. Then, getting the cylinder caps off is often quite difficult. You’ll need a tool that will mate to the holes in the faces of the caps. The caps are aluminum, so if you use the wrong tool and deform the holes, your job just got harder. If you can get the assembly off and get the caps off, the rest of it is pretty straight forward. If you’re going to dig into it, get a manual.
I have not advice except that it ‘sounds’ like your switch(s), relays, and motor are working. All that is left is hydraulics. If you’re going to dig into it, get a manual.
Finally, if you’re going to dig into it, get a manual.

if opening the manual release will not allow the motor to go down, you have an unusual issue.
something is way wrong…
opening manual release should allow the fluid to flow freely in either direction.
either the valving is clogged, the release isn’t actually opening, or there is a mechanical failure like a stuck ram.
