Batteries not charging

I have a 1996 Evinrude Ocean Pro 90hp and I believe the regulator rectifier may be bad because the battery will not stay charged. I have checked the battery with a volt meter while the motor is off and running at idle and a high idle, 1500-2000rpms. The volt meter does not change but my tach still works and I have recently read that the tach would not be working if the regulator rectifier was bad.

How can I test the regulator rectifier to confirm or eliminate this as the problem? Any other tips, suggestions greatly appreciated.

When I had to change mine on my Yammy, if I remember correctly, you have to run the motor, and test the output of the RR with the motor running. Check to see if you are getting the proper outputs from the ends of the wires coming out of the RR.
