I use my Olympus Stylus for boat pictures, it’s a great little camera…water resistant to (I think 60 feet) and shock resistant to 6 feet. I use it as my work camera and the photos are amazing.
As far as phone camera, I have the Samsung S8+ and love it. It is an amazing phone and takes great pictures. And it’s water resistant (they claim)

Any phone nowadays will take great pictures. If durability around the water is something you are concerned about, make sure you can get a good case gor it. I like an iPhone with lifeproof case.
