Sounds like it might be caused by baiting!
I caught some shrimp in bulls bay yesterday and it looked like a lot of them had black gill, so probably not from baiting since there is no fish meal in the water yet.
We caught a few pounds in Port Royal yesterday and none of them had it.

I caught some in the Stono Inlet area on 8/15 and about half of them had black gill. nice size shrimp too.
