Black Sea Bass Assessment

The Snapper Grouper AP were sent an email from council staff yesterday that the March 2013 Black Sea Bass Assessment Update came back and BSB are now classified as NOT OVERFISHED and OVERFISHING is NOT occurring.

What this means is that the ACL “Annual Catch Limit” can be increased and the season extended.

South Atlantic Council members have also received notice of a special one day Webinar council meeting (first time ever done) to be held in May prior to the regularly scheduled June full council meeting held in Florida.

The reason for this special meeting is to discuss this new BSB assessment and look at increasing the ACL ASAP for this 2013 calendar year so that there is no delay and it can run in conjunction when the season opens June 1st.

This is a positive move by council b/c if they wait until the BSB season opens it could delay any ACL adjustments to 2014.

Finally a sensible move.

So how much tax payer money was spent to argue with these boneheads about BSB’s? They are going to claim that the closure helped the recovery…bla…bla…bla. They need to be held accountable for such a stupid move! We have been screaming at them from the start and have been ignored by the all powerful, supreme being, Commandant Cupka (yes I despise you). Now how about raising the catch limit back to 15 fish instead of 5! I would even be ok going to a 16" minimum, but raise the catch limit. rant over…

What needs to happen is this Fishery needs to be opened NOW…!!!. Some type of emergency decree or something. Nookie Haley should mandate the DNR suspend bsb vialations…write 5 dollar tickets. They admit we have been getting phucked and we still have to wait till June…??

We need to go back to the old limits of 15 per person and no closed season. BSB have proven to be resilient and prolific spawners and have taken over every piece of bottom out there.

We need to cull them out to protect other species.

That being said, the geniusry led by Commandant Cupka(great term sellsfish!) will probably not act so this is forced into 2014 and then they will probably only agree to extend the season by a few days.

These people are not interested in preserving stocks or in anything other than removing fishermen.

That’s why the States need to stop the insanity. Do like the do with weed in some states. Make it a 5 dollar ticket, and open it up year round in state waters.

Agreed… the season should be open year round. The sea bass catches around me have been as good or in some cases better in the past few years. Now either im some kind of black sea bass Magnet, or they’re hanging in there pretty good… it also could likely be a bit of both:smiley:

In a quick web search I found that BSB occur from Canada all the way down to the keys and around the gulf and well into mexico. A measurement of this vast territory shows that the SAFMC only “manages” about 10% of the BSB’s range. The States should take their share.

I agree with many of you and I have stated much of what is said here on public record but unfortunately this is a federal government process and it has to go through the hoops before the final outcome.

This BSB " Black Sea Bass" assessment will now go before the SSC “Science and Statistical Committee” in April and they will make an evaluation of the SEDAR " Southeast Data And Review" report and then make their recommendation regarding the BSB ACL “Annual Catch Limit” to the SAFMC “South Atlantic Fishery Management Council”

After this SSC process then the council will hold their special one day webinar meeting in May to discuss the BSB regulations and any proposal for change of the ACL to recommend to the Secretary of Commerce and have published in the Federal Register.

I too hate this lengthy process and its very tedious and sometimes very difficult to understand but this is the way MSA “Magnusson Stevens Act” was reauthorized in 2006 and how things work now and until something changes with the LAW we have to go through this process

I pray and hope this does start a positive trend toward some relief with not only BSB but some of the other species that I feel are over-regulated too!

Mark…you are correct, but the states are the ones left to enforce the laws… There are piles of laws on the state level that diverge from the federal ones. Marijuana laws are really getting ready to test our legal system. …I say we grow some nads and totally diverge from the fed regs…The crazy thing is why this ■■■■■ hasn’t been fixed yet. It’s as bi partisan as any issue I have ever seen. In DC a few years ago, there were more dems than repubs…Barney Frank wanted this law fixed for Gods sake.
