Black Sea Bass Open!

Well in NY!

How can the season be open in NY with a limit of 15 - I thought it was a federal closure?

They are open in Ga as well. 15 per person 12" minimum. Problem is its hard to find them within the three mile state boundary. Not impossible, just difficult. That was a New York State regulation, not sure if they are bound to the same three mile limit or what. Federally they are managed by a different council as us as well. Bout have to be a dang lawyer to go fishin these days…

Our local council manages NC, SC, GA, East Coast Florida and Florida Keys. They are a federal organization, but each council creates their own regs in their jurisdiction.

huh. just looked at CT’s regs (since it looks like I may end up getting stationed here for the next few years) and the limit in CT is 15/person but the season runs June 15 - Dec 31. NY season is till end of Feb? strange.

did find an interesting tidbit from the mid-atlantic fisheries council news re black sea bass:
“If landings in 2012 are reflective
of abundance, the population of black sea bass is quite healthy, said Northeast Fisheries Science Center (NEFSC)
Director Dr. Bill Karp in a letter last month to the Councils Chairman. As abundance increases and targeting continues
or increases, overages will persist.”

Duh! so what the heck is wrong with the SAFMC?!

The feds have jurisdiction from 3-200 miles. State waters inside of 3 miles. I guess they have different regs for fish caught in state waters. Seems that they also let you catch 2 red snapper!

I’m not 100% sure on this next part, but I believe that the states are “encouraged” to adopt the federal regulations for their state waters, but not forced to.

So catch em’ deep and don’t stop til" you are within 3 miles on the hill! Sounds like the SAFMC is just begging us to break the rules!

I have to admit yourself, Phin and Sells warned us a few years back this was going to happen! Something about hindsight being 20/20

Haven't been following too close lately, but it seems that there are a few things on the "radar":

<> Doing away with the grouper “bag limit” (I guess it will all be per species)
<> More restrictions on red grouper
<> They just set “Annual Catch Limits” on King Mackeral and Spanish Mackeral. I don’t know how that will translate into size limit or harvest limit changes at this point
<> They have had their eye on wahoo for a few years now. I think that they are salivating around the mouth to get the limit to 2 per boat…

Also, I know that they masterminds are not satisfied with the amount of MPA’s that they have out there. Closing 90-240’ was a part of the master plan stretching back some 15+ years and it was narrowly avoided. I would imagine that the few “influencers” who fantasize about this are coming up with something creative at this point. Look for more MPA’s or another large swath of ocean closed in some future proposal…

Bottom line, the goal is to either fragment fishing so bad that it won’t be worth the fuel to go out bottomfishing to most people, or to get a HUGE AREA CLOSURE to protect 80% of the fishing grounds…

They seem to be playing both cards right now in hopes that one will stick, and it seems catch limit fragmentation is winning out…
