Blind fasteners

My anchor roller is bent, and the roller needs replacement.
The best fix would be to install a new roller assembly, however my boat is a key west 2300.
I can see the through bolted fasteners through the anchor locker with a camera but there is no way to even come close to reaching them.

Is there a better way to secure a new roller assembly than toggle bolts?
Will toggle bolts be strong enough?

My only other option is to buy another rubber roller wheel and try to find a way to bend it back.

Recommendations?

Looks like they have consistently recommended cutting a whole in the bottom of the pulpit since it cannot be disassembled.

That sounds like a terrible idea so hopefully someone has a better one. Trying to straiten it out is sounding like a better idea.
