Does anyone have any experience with registrating? a boat or motor without all the proper paper work?
The story is I bought a boat from a young boy maybe 18-19, got a bill of sale because he had applied for a title and was waiting for it. He had to sell the boat to get a car. I was supposed to get the title from him when it came, well its been a month and no return phone calls.
The motor, I bought from another young man maybe 25, works at the airport, has security clearence, which means they did a 10 year background check(I saw his id badge and I know from experience). Paid him a deposit for the motor and I have the motor. We were supposed to meet the following Friday at the DNR place on James Island. I had called DNR and verified the name with the motor title. Well, he is not returning my calls.
I have put a lot of time and some money into both items with the idea that I would be fishing out of them soon. I got DNR to send me a application for new titles, but its a huge pain in the arse. I have to run a ad in the paper, mail certified letters etc etc.
Has anyone else been through this?
About two years ago I ran across a hell of a deal. Same story- I 'll get you the paperwork. Just before I went to give him the cash, I called a customer of mine that works for SCDNR and he told me it is not worth the chance. Now you know what I found out- Ads in the paper, letters to everyone, tracking down previous owners, and hopefully it does not come back stolen because you are in possession. If you have the patience to wait 12-18 months, you can find some deals. Just pray it does not come back stolen after you submitted all of the paperwork to DNR.
With the old registration numbers, the DNR might tell you to whom it was last registered. If you can get in touch with them, they can apply for a lost title(tell them you will pay for it)and then they can sign it over to you so you can get it registered in your name. Like Hoppy said, Good Luck!!
I’d take bills of sale, boat, motor and everything else and go to the DNR in Columbia and try to work it out with them. It can be done but you are in for a long and aggrevating process.

I was afraid of that.
I am not to worried about the boat, its just a old fiberglass jon boat. Like I said though, I have put some time and money in it.
The motor has a registration, with a name that checked out. I may just have to go harass the guy to get the title. 12-18 months is not acceptable.
Update;
I got the outboard title after several persistant phone calls. I now have that squared away.
The boat, I mailed the neccesary paperwork up to Columbia. I called Columbia yesterday to check up on it. They are 6 weeks behind in mailed in applications!!! I should have took SaltyDog Mark’s advice and drove up there. The goverment is like a big fat slug, moves slow and makes a mess of everything it touches.
