I purchased one from Boaters World about 10 months back,well before the announcement of going out of business for my 21ft Seahunt.
I paid $289.00 for the cover.
The shock cord that goes around the cover broke. So now there is no tension at all when putting the cover back on, it’s like a sheet in the wind, pretty much a PIA.
So I call the mfg, because its a lifetime warranty its says this on the box, yes I have the box still. Told them the situation over the phone, and was told being that I purchased from BW and that BW broke there contract with them when they went out of business.
Thus no warranty, plus we dont do the shock cord anymore because of the problem you just explained sir .
So once again the consumer is punished for faulty mfg.
Replace the shock cord yourself or take it to an uphlstery shop probably the only recourse; also, ask the co. what they use now instead of the shock cord. lol
Buy 75ft of 1/8" rope.
Loop one end of a coat hanger onto itself where you have a looped section about 6 inches long when you flatten out the bend making the loop. Make a loop in the other end only about 2 inches in length so you can put the rope through it. Put the rope through the small loop and tape it with electrical tape and mash the coat hanger loop together hard with pliers to hold the rope tightly. Mash the cut end of this loop against the long part of coat hanger where it’s as smooth as possible and run the tape around it and up around the single-thickness coat hanger. Cut a slit in your boat cover where the elastic is and pull the elastic out. Then, stick the coat hanger in and feed it through the whole length of the bottom of your cover. Now, you can pull the cord tight and tie it up when you cover the boat.
If your elastic cord is sewn into the cover such that you cannot remove it and feed the rope through, then you can just double the edge of the cover back onto itself and use a handheld sewing machine from wallyworld to make a new route for your rope around the bottom of the cover.
Other option is buy an @ssload of small bungie cords at WallyWorld. Double one through each hole and hook into itself. It will hold tight, yet flex with higher winds. Or do the same as mentioned by Phin, but buy bulk bungee at West Marine @.18/ft. if you want the bungee effect.

If the elastic popped on it’s own already, then it’d likely pop while trying to pull new line through all that canvas. Would not hurt to try it the easy way, the way you suggest, first though. if it pop
does the manufacturer require a receipt?
if not, call them back and tell them you bought it somewhere else.
doesn’t make sense that the manufacturer won’t honor their warrantee b/c of some b/s like that.
