Between 20% and 51% whiskey, it can be called a blend. The remainder can be whiskey or neutral spirits.
At 51%, it has to be called whatever the primary whiskey is. I.E. blended rye whishey, blended bourbon whiskey, etc.
Many blends use vodka as the neutral spirit. For example, Seagrams 7 is 25% whiskey and 75% vodka.
