Bowfishing Charleston 60?

I’m thinking about bowfishing for spades at the Charleston 60 since I can’t always get them to hit my jelly balls or squid :smiley:. In the saltwater fishing regulations it says bow & arrow fishing is legal except for sharks, red drum and spotted seatrout (dec, jan, feb). However, the Charleston 60 is a “Special Management Zone” and it says fishing in this area is only allowed with “hook and line gear and spearfishing gear (excluding powerheads). The use of fish traps, longlines, gill nets and trawls is prohibited”. Nowhere in there does it say Bow & Arrow, is Bow & Arrow considered spearfishing? Does anybody know the answer to this? I was gonna try tomorrow but I called DNR to find out and of course they are closed on saturdays.

I just asked a friend that does alot of fishing around here with some guide friends and he says that bowfishing is classified under the “handheld hook and line gear”, does that make sense?
