need a rubbing/buffing compound or an idea on what to use.
i am in brackish water when i pull the boat in/out i get a hard dirty water line. i do have bottom paint so im not worried about that its more the line on the back.
i also have a few rubber scuffs on the gelcoat from the dock… i can take pics tommorow if n need be of both.

Try some Brass-O in a very small test spot. I use Brass-O to clean things like acrylic and polyester if I need a high gloss shine. Brass-O has a very fine abrasive agent in it, so it really is a rubbing compound. If used with a machine (such as a rotary buffer at high speed) it can leave a very high gloss. I cannot say this is true for boat gel coat, but I personally would definitely try it.
Moral judgment under girds the entire structure of laws and is necessary for the rational structure of any significant statute. The idea that our laws can stand independent of moral foundation is senseless.----- Albert Mohler.
Most grocery stores carry it in the cleaning/detergent section

anything with oxalic acid will remove water stains
we use mary kates on-off hull cleaner
spray or wipe it on, and 2 minutes later rinse it off
job done, no scrubbing, no work, just rinse

Second what ChrisV said. On & Off works great on water stains and rust. It does have a strong odor so try and stand up wind and wear gloves or avoid getting it on your hands for an extended period of time.
As far as the scuff marks, get some light rubbing compound and a terry cloth, then reapply wax.
