busted trim gauge

I have a Faria trim gauge (model GP9224) that isn’t working. Does anyone know how I can figure out if it’s the sending unit in the engine or the gauge itself that needs to be replaced?

short the sender wire to ground, and the gauge should peg. if not, bad gauge
