90hp oceanrunner, been running good. Now it only get up to about 3k rpm. not enough to plain the boat. Can’t see where the throttle cable has slipped.

1st thing I would do is pull the plugs and check them. I had a 95’ Johnson 90 that did the same thing and the gap on one of the plugs had closed for some reason. Changed out plug and all was fine. 2nd I would change your fuel water separator filter if you haven’t in a while. May be full of water.
Also could be a weight issue. I’ve had a fitting in the bilge break and flood it. Didn’t even know while fishing until I tried to get on plane and it wouldn’t. Checked engine and all was fine then opened bilge access and water was up to deck.

Prop hub might be going. Try another prop. Also run motor with cowling off to check carb throttle movement isn’t restricted.
Check/replace inline fuel filters , if filter is restricting fuel flow motor cannot reach FT ;; seen it before!!!

If the prop was slipping, his rpms would be really high.
I’m with Gail Winds on this one. Is there a chance you’ve ran some E10 gas at some point? That stuff will cause your filter to clog. How long has it been since it ran?

What year motor?
If it is running smoothly, otherwise, 'sounds like a fuel flow issue. Hard to guess where. On my 1995 JohnnyRude 88hp, the carbs require periodic cleaning (every 2nd or 3rd years). Also, agree with checking/swapping out fuel/water separator filter.
Easy to check with a portable tank and new or known good fuel line. If it doesn’t spool up well on a separate fuel system, problem is in the motor.
Agree that if prop hub was spun, motor would rev and you’d get no speed.

NO REASON TO REPLACE PLUGS AND FILTERS ONLY TO FIND OUT YOU HAVE BAD COMPRESSION ON 1 CYLINDER, AND A V4 WILL RUN FINE ON 3 CYLINDERS, JUST NO POWER

Runs(idles) fine, no power sounds like his problem. I don’t think checking spark plugs and a new filter will break the bank.
The three examples I gave are scenarios in which I have experienced these exact same symptoms with the same model motor during 15 years of ownership. Idles fine but would not plane or reach the recommended wot rpms under load. The three problems 1. Spark 2. Fuel(fuel water separator) 3.Weight

Listen to Chris…plugs and filters are cheap but… you might just save yourself some time and effort by making sure you have something “worth working on”.
