Doesn’t appear to be cut off with a saw.
Based on the extent of decomposition it is no more than a few days old. Could have drowned, been hit by a car, etc.
There is no way to tell, at this point.

Years ago a buddy and I hit a local pond and jug-fished for cats and gigged some bullfrogs. We caught about 100lbs of cats(most were 4-5 pounds)and gigged a couple of dozen frogs. When we gigged the frogs, we cut the tails off and tossed the rest overboard…more than a few of the cats had those frogs in their bellies.
