If you are part time, with no fixed place of business, go to other locations to "fill in " for someone maybe 2 or 3 times a year with a max of less than $4000 A YEAR) do you need a county license for work in the county?
Same question for city of Charleston (or is that number below the minimum amount if there is a minimum amount?
Does the county recognize a city license, and vice versa?

Bottom line they are going to kit you for a fee for anything. The city and county do not reciprocate. Is it something you will have to have inspected or involve a utility for? If not, if it is like painting or something I wouldn’t worry about it.
Not all agencies require a business license. Berkeley County does not. You could also work under your employers license, but I’m not sure how that works. Call to find out. If you are in the City, call them, and ask if you also need a County License. Don’t tell them your name, tell them you have an offer to do contract work.
If you are an employee you do not need a license, if you are 1099’ed you may.
