I have a 2002 Merc. 25 hp that runs like a champ. However, I noticed starting last summer that when run, the lower unit, (specifically , the part above the water and below the cowl) gets so hot that steam is produced and is extremely hot to the touch. It is peeing fine and runs great otherwise. Exhaust is out of the water except when running low speed.

FYI- my brother burnt up the head about 8 years ago by running it across the lake without it peeing.

Should I be concerned?

from your title I assumed you had a stolen lower unit you were trying to sell
if its uncomfortable to the touch, you should be concerned, especially if it hasn’t always been that way
sounds like an obstruction somewhere
