Thoughts on this one. Pulled top carb and removed screw from bowl. Nothing comes out. Took bowl off and it was bone dry. Ok, loosen screw on middle carb bowl and fuel comes out. Take screw out of bottom carb and nothing. Don’t understand how all this works but do know fuel should have been in all three. Here is what I do know.
Fuel line to connector on motor.
2)Line from connector to pump.
3)Line from pump to middle carb.
4)Line going from middle carb to both top and bottom carbs.
5)Squeeze primer bulb and middle carb fills up and fuel goes to top and bottom.
Used canned air to blow through all passages and all seemed clear so I plugged up compressor and used it to blow out carb.
I would do no less than rebuild the carbs. Anything other than that you will be fighting a losing battle. You cannot thoroughly clean a carb without disassembling it.

JWS the bowl on yop carb was boe dry and clean as a brand new one in a box.
J69, I had taken them completely apart and soaked them. After that used my air compressor to blow dry but didn’t rinse before hand. This time I am rinseing as well. Fingers,eyes and toes crossed. All else fails it might become a mailbox.

I agree with Chris V, sounds like a stuck float. Could be the valve is not adjusted or came loose. The float moves a valve that lets fuel in, when is ‘floats’ it stops the fuel so the bowl does not overflow. If there is fuel supply then the float system has to be the issue. They can stick when they are clean and dry. Try tapping the carbs with a screwdriver handle while pumping the bulb. Or else you need to take the floats apart again and check them. I’ve had to pull carbs apart a few times to get the floats just right.
