It is not legal for a private recreational dock owner to lease out space. That would be a violation of their dock permit as it constitutes a change in use from private to commercial. Not saying it would be easy to catch someone but if they are there would be a big fine with the potential of having their dock permit revoked or being required to submit a new permit application with a $1,000 application fee and no assurances the permit could even be issued. Maybe trade off with the owner for a few trips during the year. That would not be a problem.
