delicious vermillion

Went to 85ft last Tuesday and caught close to our limit of seabass in an hour. Funny thing, they didn’t seem to care that vermillion are closed as every one was spitting 'em up. We cleaned 40 fish that had an average of 3 juvenile snapper in their bellies. That means at least 120 snapper were killed by these seabass.
What’s the penalty for having undersized off-limits snapper? How do we make the seabass pay for this specific and all other unreported atrocities?
Let 'em off the hook of course! Close the harvest of the species killing 3 snapper per individual, with millions of individuals killing every day. Black Seabass kill over 3 million snapper every week but SAMFC says we must not harvest seabass. At least until the fishery recovers!
