The S.C. Department of Natural Resources (DNR) is installing a new copper roof on its marine resources administrative headquarters in Charleston, S.C. part of a larger upgrade to its Lowcountry bureaucratic home.

That project is facing scrutiny and criticism in light of the agencys so-called budget crunch.

In these hard times, what is the DNR doing spending a wad of taxpayer cash on their exalted bureaucratic headquarters? one sources asks. The DNR needs law enforcement officers, not a copper roof.

News of the project comes on the same day that DNR officials proposed new fee hikes on South Carolina hunters, fishers and boaters. At the suggestion of Caroline Rhodes who was appointed chairwoman of the DNR board earlier this year by S.C. Gov. Nikki Haley the agency wants to raise fishing licenses, hunting licenses, turkey tags, saltwater fishing licenses and boat registration fees.

That would suck another $4.7 million out of the pockets of hard-working South Carolinians who are already paying for the largest budget in state history.

In addition to naming Rhodes as DNRs chairwoman, Haley appointed four new DNR board members shortly after taking office this year giving her effective control of the agency.

Looks like her first major decision is going to be a fee increase yet another example of Haleys hypocrisy when it comes to her stated support for limited government.

DNR received $89.6 million in the most recent state budget a $2.5 million increase from the previous year. Most of the agencys revenue comes from fees and fines, although DNR also received $14.5 million in general fund revenue in the FY 2011-12 spending plan.

Really?? Copper…That’s going to cost a pretty penny. There’s cheaper alternatives, that will last a long time.

the copper roof could be a little excessive…

But honestly SC has the cheapest licenses i know of… even if we raise it a little it will still be one of the cheapest. It cost money to manage our fisheries, and gamelands… that money has to come from Somewhere. I will gladly double what I pay if it all goes to DNR… though I’m sure the rest of the gubment will find a way to skim some out… thieves, the lot of them…

why volunteer to pay more for a license when it won’t go toward more LEO’s? Raise the price of out of state license or hire more LEO’s to check all these people on bridges, banks and docks that don’t have fishing license and fine them.

It’s valid for me to point back to my comments on purchasing a fishing license under other forum headings. I made a point that DNR functions the same as do other revenue producing/collecting branches of state government. They are subject to the economic and political winds of present day circumstance and act accordingly. As I aptly pointed out… fees would rise, and that a considerable amount of their operating budget is derived through fines. Some questioned that association and passionately defended DNR, even to the point of implying that they receive little to no benefit from the fines they collect. I have also commented on DNR’s arrogance with regards to the higher retail equipment that they often display in the course of their daily duties, and this chapter confirms my anger at their indifference to those of us who foot the bill. I have witnessed this phenomenom evolve over several administrations, Republicans and Democrats complicit all along the way. “If it walks like a duck…” I’m just sayin’.
With regards to the actual dollar amount of all license fees, or the dollar amount for any particular infraction I say they should be tied to the CPI by statute, and required to adjust up or down accordingly based on a 3 year rolling average. To those who believe that they are getting a bargin…good for you…value is in the eye of the beholder, but don’t ignore the cold hard facts, and discount for the slick PR and sales pitch. The very first sales tax in SC(I lived here when it was 0)) was “JUST” 1%…it was a small amount for such worthwhile needs of our citizens and the Great State of SC. Checked the bottom line on your Melvin’s Cheesburger Basket in Mt. Pleasant lately? I’m not feelin’ the value.

Putting copper on a roof is all about status and nothing about practicality. As mentioned earlier, there are cheaper alternatives that will last just as long.
I wonder who will be awarded the contract?? Perhaps one of Haley’s big bundlers??

This is kind of funny, I was at a meeting in Columbia this past Friday where a Senate attorney was talking with law enforcement officers from across the state about the new non-ferrous metals permit law, commonly referred to as the “copper permit law”. He made the comment that there was over 44,000 lbs. of copper on the State House dome, and that at the current price of scrap copper, the value of the dome was sufficient to make a significant dent in the deficit of the state revenues.

The more we just complain…the more things stay the same.

A few have stated that there is a cheaper more durable solution to a copper roof. If so what is it, I am curious. From what I understand the building is right on the water. The cost to replace a new roof every 15 years vs. every 30 on a copper roof… It seemed logical to me. I would rather spend a little more now and have good quality that lasts longer. Do any of you know the last time that particular building was renovated? Just asking.

Like all buildings in Charleston it was renovated after Hugo.

A copper roof cost at least 3X that of a conventional roof…or more, depending on the value of copper, which is a commodity that’s subject to severe fluctuation. If a copper roof lasts twice as long as conventional, it’s still not fiscally responsible.

That IS good logic and if anybody in politics was logical copper would have been a slam dunk it will easily last 4 times longer and some of the copper roofs down town have been around for 150 yrs. I think the state house dome has copper on it and it has been up there forever. just sayin

A Kynar coated (not painted) aluminum roof would last at least 30 years, and cost half as much as copper.

Instead of copper they should go with slate :smiley:
