I live very close to this bridge and it does block navigation when closed for a lot of boats. I hope the following helps.
The office located on the bridge is supposed to be manned 7:00 AM to 11:00 PM. During this time, the bridge will open on demand if there is not a train in bound to the bridge.
According to the Federal Registry, the bridge will also open on demand with 3 hours notice. I am testing this Sunday morning for the first time and will let you know how this goes.
Lastly, sometimes the bridge malfunctions. They hang a sign on the bridge when it is closed for repairs. It is an old bridge. I will try and post whenever I see it is closed for repairs.

I’ve tried on a couple of occasions to get the operator to open the bridge by signaling by blowing the horn on our boat, as indicated by the sign on the bridge. But nothing happened. Gave up and turned around. Made me think that they are not interested in responding to boaters.
The Sunday, April 09, 5:30 AM opening was successful.

When I first moved there,I had a number of issues with bridge but after raising a big enough stink, it looks like things are going well.

There was probably a train inbound. They usually keep the bridge open during the day unless a train is scheduled. I was told the operator is gun shy and keeps it closed even when a train is some distance away.
