I tried to find my original post about this, but I could not find it.
Went out on 9-3-14 and caught our limit of B-Liners and we had to start throwing them back. I let one go at the surface and it struggled to get below the surface, but the drop weight tool seems to work very well:
It takes a small amount of finesse to get the fish to stay on the hook and sink him at the same time. Hook the fish and gently throw the drop weight into the water. Let him go at least 10-15 feet, prefer 30.
Worked like a charm.
