Waters not even making it to where the pee line meets the engine. So its clogged or broke some where before there any tips to narrow down trouble shooting. Its a older nissan 70 but a very low hour engine and it might have 20 hrs since the last water pump like a year or 2 ago.
Corrosion or something foreign in there. Is it running hot? The pee hole is just a tell-tale on most outboards, just because it’s not peeing doesn’t always mean something bad is wrong. I would start by probing that hole with some safety wire or something and see what you find.

Have you done the usual troubleshooting already? For me the best thing is to blow back with the air compressor set at about 30 psi. Run it first to fill it with water then blow back. This will clear blockages further away that a piece of mono can’t reach

Check for dirt dobblers as well,amazing how they can build their mud nests in places like that.
A Pipe cleaner doubled over is a pee holes best friend . bend to double it and stick in pee hole = no more dirt dauber problems after you get it cleaned out …
