EPIRB owner change?

I have an EPIRB that has been registered before by someone else who has agreed to sing off with NOAA.

Any idea how long that will take NOAA to contact him and release the registration?

You can do that online and they will send a new sticker.

When I put in the VIN,they say they’ll have to get former owner to sing off.
