Fiberglass repair

Someone put a new transom on my little skiff before I bought it. The transom is solid and still in great shape. I was sanding the skiff to paint it the other day and noticed a few rough places and decided to sand them down and improve the overall appearance and to get a smooth paint finish. The majority of the sanding was done to remove runs in the epoxy left during the transom replacement. Anyway, after sanding a bit I discovered that they either didn’t keep the area clean during the glassing, or tried to get resin to stick to epoxy. Whatever they did, I have some rough spots to repair and some gaps and holes to fill. Any suggestions on what to use to fill these? My options are a fairing compound from 3m that is supposed to be good for below the waterline applications, or mix a filler with epoxy. What say you?

Inside the transom, you can see the epoxy runs that have been sanded:

A hole from dust under the epoxy/resin or poor workmanship:

I used Evercoat Formula 27 for the hull work on that little SeeWee Skiff I rebuilt. Basically bondo filler for boats. Probably less expensive than the 3M product.

Evercoat also make a marine filler that they recommend for below waterline applications. However, Formula 27 will work fine since it is kept on the trailer

Where did you get tha Evercoat 27? And is is safe for use under the waterline? This area is the reason that after every trip I had water in the hull. The hole in pic 3 had a pinhole in the glass and paint that was, at times, below the waterline and allowed water to enter the transom and run down into the hull.

West Marine has it. I would remove and paint in that hole with a burr bit to raw glass. Then cut up some glass mat, wet it out, and pack it into the hole. Finish with Marine Tex so it is completely watertight. I have a big tub of marine tex if you need some.
