That is a blackfish, have neither seen one caught here, a member of the Wrasse family and also called Tautog. Hugely fished for up north in NJ on headboats.
Someone correct me if wrong, but pretty sure can not find ANYTHING on them being regulated in SC waters. Not on DNR site or anything I can seem to find.

Jetty fishing with fiddler crabs. Lots of 16 inch fish to be caught. The breeze kicked up more than I thought it would but still a nice day.

Tautog. See them diving occasionally and they usually cohabit with sheepshead
Yankee fish.
Great eating, hard fighting. We’ve caught two offshore here, and seen on large one speared. They are common offshore MD/NJ.
As said above - Tautog
They love small green crabs - we use two hooks using equal length leaders and hook 1/2 crab in two places. Stout rod with the drag tight, as the large ones will hit like a freight train and break you off in the reef.
Tautog for sure. We caught one Sunday. Crazy teeth, things need braces. Good to eat!

No SC regs that I know of -
For what its worth, 16" is the keeper size up north, and 3/person limit like redfish. They are in population recovery due to over-fishing in the 80s and 90s like reds were.
I think they catch decent amounts around Murrells Inlet.
We catch a decent amount in MI in the winter.
