Charleston County Parks and Recreation Commission operates a number of piers and other places to fish from shore, here are two of the more popular, including the mount pleasant pier you mentioned. these are both pay-to-fish spots.

I saw 'em catching reds and sheepshead at the Mount Pleasant pier off of Patriots Point last weekend. I think it was $5 for local or $8 for out-of-state. Saw a guy catch a 21" red in the grass with a fiddler crab. They have a tackle shop w/bait on the pier. I was only there a few minutes, but it looked fun to me. Friendly folks as well.
Many go fishing all of their lives without knowing that it is not fish they are after.
