I’ve not gone after flounder before. What would be a good beginner strategy? What types of places should I look for and what technique? I have a small boat.

Live mud minnows drifted along the bottom near inlets. You can also fish the minnows under a cork where small creeks empty into larger creeks. Sand works better for drifting since you will hang up less.

i like minnow on a jig head or buck tail, simple and effective, fish stage up to creek mouths during falling tides to ambush the baitfish leaving those cuts or creeks. they hold structure too. if you catch one, or even miss one for that matter, cast right into the same spot there are likely more there.
