If you are talking about the aerial view in Google Maps (not GoogleEarth), it may be form having the 3d view on. You can turn it off and get back to the standard 2d view, which has the more “clear” imagery.

I’m not in maps but on g-earth , I have determined that the blurred
areas seem to be specific to certain areas. looking from space and
pulling in close around Charleston things go blurred ; up coast aways
view clears , up around Columbia gets blurred again ;; I think

I don’t “think” it’s security reasons. It looks fine on my machine. Possibly a bandwidth issue for you? Or, maybe the date of the imagery you are viewing. We use GoogleEarth Pro here, but I don’t know what is the difference between “Pro” and regular.
