From what I can find from finally speaking to someone with some knowledge and in researching this topic is that it should be grounded at a minimum, even a plastic tank along with the filler tube face. I will be grounding mine this evening which will finally conclude my complete rewire of my boat! Ready for some fall fishing!!

correct, fill neck should be bounded to tank
tank should be grounded to boat system
