Hadens in harbor

Acres of them in the south harbor all day, pelicans have been going crazy.

Looks like they’re at least 3-5", flipping all over as far as I can see.

Water temp is almost 59 based on gauges, should I start checking the buoys for cobia? Troll for spanish?
