That’s the way I look at it. $20 and you don’t have to worry about what you caught, kept or released offshore. It should be more clear who needs and doesn’t need it. I know when we were chartering the charter/headboat permit and hms was a must.

I actually had a hard time getting one even after the fine and that’s the reason I didn’t have it the second time I went when we got stopped in the jetties. But yes I agree as well it’s not that much.
