Well, that’s eye opening that LORAN was so available. I didn’t realize that was so affordable/available.

If the units were repeatable, but not accurate, could you use a few known points that can help determine an offset, maybe both x and y, but also a third point to help determine an angular offset? Then translate, then offset manually by the known/determined error?

Loran "lines" are hyperbolic in nature and that offset will change depending on where you are in the grid. That is the technical answer. That being said, calculating offsets will help quite a bit in a small enough area.

I beleive there is only a small percentage of boats bottom fishing as compared to 10-12 years ago. Mainly because of regulations and economics. Again, it’s anybody’s guess.
My personal situation…Back when Bush was in office and gas was $1.70 a gallon, my son and I used to load the boat and drive to the coast and go out bottom fishing for the day. That’s 400 miles round trip on the road and then however far in the boat. We would do this 8-10 times a year. Nobody else on the boat but the two of us most of the time. In those days I’ve seen as many as 18 boats anchored at the 4KI alone. A personal limit of sea bass was 15 @ 11 inches and later 12 inches.
This year alone I have been “bottom fishing” twice. Last year I think I only went once. My total take of seabass the last two years…Ten at most, maybe the same for triggers, vermillions, spades, and only two gags. In the two times I have been this year, we practically had the ocean to ourselves.
The agencies involved have in effect shut me out based on economics.
The cost of fish per pound forces me to spend my time on the lake nowadays.

We know how many commercial fishermen there are and how many people fish in state waters because of licenses and permits. We know how many trips commercial fishermen take and how much we catch thanks to logbooks. A recreational reef fish permit with electronic reporting of each trip and catch would remove the unknown variables that inject so much uncertainty into stock assessment equations. This would be a much better alternative than a recreational catch share scheme. Another good way to stop the spread of catch shares to recreational fisheries is by stopping the spread in commercial fisheries. This can be done by simply managing commercial quotas to avoid extended closures.

A recreational reef fish permit would be the gateway to recreational catch shares.

Does anyone have any ideas for collecting better landings data in the recreational sector?

Those who join fishing organizations need to remember that you should still pay attention and submit your own public comments. We would have far more influence than any organization IF hundreds or thousands of fishermen simply coordinated our efforts by submitting public comments supporting some positive solutions on a few key issues.

I just love a good pissin contest! I used to run a Chas headboat that had a radio direction finder , an old loran A - the one with the 2 knobs and a depth finder/fish finder that used those rolls of paper. I ran a course on time and when the timer rang we started fishing.I used to put the anchor out so it was barley dragging and waited until somebody caught a good fish to let out enough rope to set. Just because I was fishing years ago does not make me a better fisherman today. I remember how I resisted using longer leaders to grouper fish , and how I thought the younger guys didn’t know crap. Well the fact is that some of the younger guys are very good, and I’m happy for them. They have taken the knowledge us old farts gathered and improved the art.

That doesn't mean your opinion is any more valid than mine. The accuracy of Loran and GPS are well documented and well understood by many government agencies. I know that you think you are the only one in the world who knows anything about fishing, but you are not. That is the difference between you and me - you have a bigger ego.

Repeatable accuracy is nice until your unit dies and you are back to finding all of your old spots again.
