It is a very simple solution, sort the trash, you will get 100% of the recyclable products out of it, it’s a nasty job, but the prison overcrowding could take care of that.
It is a politics issue. We will likely never solve it.

If you mandadte 100% recycling SC wont look so good to outside interests. It costs to much to ship and recycle so they will send there trash somewhere else.
